General Purpose

To serve as Elwood?s primary centralized driver in retaining & winning business through formal RFPs, proposals and existing License to Hunt opportunities. Success in this role will involve composing creative, high-quality proposals that highlight how Elwood?s capabilities can meet the customer?s needs. Additional responsibility includes driving revenue gains through field activity for existing License to Hunt arrangements. The Proposal Manager will need to collaborate closely with Elwood?s Executive Committee, field leaders, finance, legal and risk.

Essential Functions

  • Winning Through RFPs/Presentations/Proposals:
  • Leading all aspects of the RFP/proposal response process, including acting as the liaison with all participating functions
  • Collaborating with sales leadership and finance to create our bid response strategy; leading qualification and planning calls to understand the complete project, history, win themes, potential red flags, and gaining agreement on the project approach, milestones, and deliverables
  • Creating responsive content to address RFP requests & questions; finding creative ways to articulate the Elwood value proposition in our response; ensuring our submission addresses the needs of the client and provides creative solutions for the pain points identified.
  • Quickly identifying those areas of the RFP/proposal response that will require additional work, clarification, or escalation to ensure we can meet submission deadlines
  • Coordinating with all response team members across functions, driving accountability for delivering quality content on time
  • Compiling content into a single draft document; circulating a draft to proposal team and accumulating/implementing edits and comments into a single final document
  • Submitting RFPs/proposals according to RFP guidelines in a timely manner
  • Building client relationships and managing client communication during the preparation and submission of bid responses
  • Coordinating with field leadership to proactively follow up on submitted RFPs
  • Tracking metrics around RFP success, completing quarterly scorecards and identifying improvement opportunities to increase our win rate
  • Working closely with marketing to maintain standard RFP response materials and presentation templates
  • Staying current on proposal best practices and market trends
  • Revenue Growth ? License to Hunt (LTH) Accounts
  • Developing and maintaining an active list of License to Hunt accounts, including serviceable location listings for each opportunity
  • Coordinating with Marketing to create simple materials for the field to use on sales calls to these accounts
  • Launching LTH database/repository to field for quick access & reference to these target accounts
  • Monitoring call activity and escalating to branch leadership those locations where no outreach has been completed
  • Tracking and reporting quarterly on the growth achieved in LTH accounts
  • Identifying current Elwood accounts serviced where a broader LTH proposal would make sense

Minimum Requirements

  • A Bachelor?s degree or equivalent work experience
  • 2+ years of experience in creating winning sales proposals & presentations
  • 2+ years of experience in managing an RFP process involving cross-functional and multi-level participation
  • Understanding of procurement and proposal processes ? corporate, not-for-profit & government entities
  • Competitive spirit for winning and a passion for creating winning recommendations & proposals
  • Strong creative writing and positioning skills
  • Advanced Word & PowerPoint skills; proficient in Excel
  • Ability to independently solve complex problems
  • Ability to influence without authority
  • Related experience in the staffing industry is beneficial, but not required
  • Marketing and sales experience are a plus
